This map, from an 1874 atlas, depicts the northwest Texas frontier.  It also clearly shows the Comanche and Kiowa reservations and the panhandle lands designated as Comanche hunting grounds.  Indians wishing to harass the Texas frontier had only to leave the reservation and point their ponies south.  They would hit the line of Fort Griffin and Fort Richardson, including the road crossing the now infamous Salt Creek Prairie.
